Dr. S K Y Adelakun is the Managing Director and Chief Executive Officer of NISH Affordable Housing Ltd, Chairman, Nigeria Integrated Social Housing Cooperative Society Ltd, Managing Consultant, Skytech Institute Ltd, Executive President, Housing Finance and Investment Network Ltd, and the Convener of the Nigeria Affordable Housing Finance and Innovation Summit and Expo (NAHFIS).
He is a Chartered Manager, and Fellow of Chartered Management Institute, United Kingdom, a Certified Accountant and Fellow of Association of National Accountants of Nigeria, a Tax Consultant and Fellow of Chartered Institute of Taxation of Nigeria, a Management Consultant and member of the Institute of Directors and Fellow of Institute of Management Consultants. He is an entrepreneur, a researcher, strategic management expert, policy analyst and public service practitioner.
He earned Doctor of Business Administration (DBA) degree (2019) from Multi Media University, Kuala Lumpur, Malaysia with dissertation titled ‘Strategic Analysis of Nigeria National Petroleum Corporation’s Competitiveness’. He had earlier earned BSc and MBA Degrees from Florida Atlantic University, Florida, USA (1988-1990). He also earned Higher National Diploma in Management and Business Administration and emerged the overall best graduating student from Lagos State College of Science and Technology, Lagos, Nigeria in 1981.
Dr. S K Y Adelakun was appointed in 2013 by the President of the Federal Republic of Nigeria as Federal Permanent Secretary. He served as Permanent Secretary (CSO) in the Office of Head of the Civil Service of the Federation. He earlier served as Permanent Secretary in the Ministry of Aviation (MOA), and Federal Civil Service Commission (FCSC). He was also Chairman, Federal Government Staff Housing Loans Board (FGSHLB), Chairman, Federal Integrated Staff Housing (FISH) Programme and Board Member, Pension Commission of Nigeria (PENCOM). At the mandatory age of 60, he retired from the Federal Civil Service in May 2017.
During his tenure as Federal Permanent Secretary, Dr. Adelakun supervised successful implementation of Group Life Insurance for Federal Civil Servants, Federal Digital Service Strategy (FDSS), Human Resource Module of the Integrated Personnel Payroll Information System (IPPIS), Digital Identification and Database for federal civil servants, and Civil Service Inspectorate. He also established Digital Service Centres in the Office of Head of the Civil Service of the Federation, Federal Civil Service Commission, and Ministry of Aviation. He commenced the process of re-establishing Nigeria’s National Carrier through commercialization in the Ministry of Aviation. He also conceptualised Federal Integrated Staff Housing (FISH) Programme as well as Entrepreneurial Culture and Commercial Orientation (ECCO) Policy in the Federal Civil Service which were eventually approved by the Federal Executive Council as integral part of the Federal Civil Service Strategy 2017-2020.
Before his appointment as Federal Permanent Secretary, Dr. SKY Adelakun served as Director Treasury Inspectorate in the Office of Accountant General of the Federation (2012-2013), Head of Internal Audit Unit in the Office of Surveyor General of the Federation (2007-2012) and in various capacities in the Ministry of Foreign Affairs between 1983-2007 including Nigeria’s Diplomatic Missions in Port of Spain, Trinidad and Tobago; Pretoria and Johannesburg, South Africa; Kuala Lumpur, Malaysia, and Singapore, Singapore.
Some significant accomplishments during his career progression in the Federal Civil Service include Electronic Treasury Inspection Portal in the Office of Accountant General of the Federation, Nigeria’s Geo Spatial Portal in the Office of Surveyor General of the Federation. He also designed and developed SKYSOFT Accounting Packages, a Public Finance and Accounting software template in the Ministry of Foreign Affairs for Headquarters’ and Overseas Diplomatic Missions’ accounting.
He is an advocate of value addition approach to resource development, commercialization approach to infrastructure development, effective demand approach to affordable housing development, knowledge driven approach to economic development, life-long-learning and capacity building approach to human capital development and entrepreneurial re-orientation of the Federal Civil Service.
He is passionate about innovative and sustainable solutions to affordable housing crisis in Nigeria and Africa and this has gotten him involved actively with offtakers aggregation and financing, cooperative housing development, housing information systems, affordable housing technologies, capacity building, housing value chain investments, synergy among housing stakeholders, housing finance models, savings schemes and social capital development.
Dr. Adelakun is married with four children and a grandson. He enjoys knowledge sharing, sports and networking.
